Focus on the action, not the doer. Form:
`Object + be + past participle`

(التركيز على الفعل لا الفاعل. الصيغة: المفعول + فعل الكينونة + التصريف الثالث)
- Use when the doer is unknown or unimportant. (عندما يكون الفاعل مجهولاً أو غير مهم) *"The new policies will be implemented."*
- Use in formal or scientific writing for objectivity. (في الكتابة الرسمية/العلمية للموضوعية) *"The victims were hospitalized."*
- Avoid with intransitive verbs like 'arrive', 'happen', 'sleep'. (تجنب مع الأفعال اللازمة التي لا تأخذ مفعولاً)
